From http://shii.org/tclock/:
Tclock2 is a taskbar clock for Windows. It is an extremely simple program and takes up practically no memory. It is freeware-- public domain, in fact-- and contains no spyware. You can use it to:
* change the clock's text, appearance, etc.
* change the the taskbar (make it flat, etc.)
* make the taskbar transparent
* change the Start button
* change the Start menu
* change the appearance of the desktop icons (somewhat glitchy)
* synchronize your clock
* set alarms
* assign functions to the clock (drag file to clock = open in Notepad, etc.)

A few custom skins designed for Tclock2 are available here: http://customize.org/tclock. The transparency didn't appear to work for me. I achieved a pseudo transparency by using a screen capture of my taskbar as the skin. Another version of TClock is available here.
